CAPPA started as a community advisory board in June 2002. The organization initially provided a Summer Youth Basketball League and Youth Empowerment Workshop Series to over 100 youth. Since its inception CAPPA has increased enrollment by 35% yearly through increased program offerings. On September 8, 2004, CAPPA became a fully incorporated 501 (C) (3) non-profit organization. In 2005 the program expanded to provide additional academic enrichment and performing arts opportunities. In addition to the expansion of program offerings, the quality of CAPPA programs has also increased with the addition of evidence-based curriculums including Get Real About Violence, and PLATO Learning Achieve Now.

2005 PAHRA State Best Practice Award - Pennsylvania Association of Housing and Redevelopment Authorities. Award received in partnership with the Lycoming County Housing Authority.
2006 MARC-NAHRO Mid-Atlantic Region Award of Excellence - Mid Atlantic Region Council - National Association of Housing and Redevelopment Officials. Award received in partnership with the Lycoming County Housing Authority.
